Mob spells and scripts

Alright, just a couple of questions:

After a failed attempt to update my server today (updating caused more errors than it fixed), I reverted back to my old ascent build (Stable 2.0) and restored by database.

My questions are:

1. Why don't the mobs use spells? None of them seem to use them at all, making a lot of the game uninteresting and easy.

2. Do scripts govern enemy actions?

3. Is there a good place to download scripts that will keep my server blizzard like?

Any suggestions to point me in the right direction would be awesome.
