need help in making a non battle zone

hello i need help in making a non pvp zone i got a shopcenter thats is for the hords and alliance to buy stuff but i dont want hords and ally to battle in there so how i can make that zone a non battle zone like the one in shatt. the vendors are neutral is the players that i dont want battleing /killing in there
