Reduce ping on server

How reduce ping on server? On programm way.

And possible do some on the windows (OS on server computer) for it?

I use server 1.12.1, not emule. My connection 100mbit/sec.
I reading some manuals, but loose them :( Remember they change some scripts for reduce ping..
What mean Dedicate?

And 1 moment, this server is mangos

On EMULE i do it:
off log (log_level=5 in emu.conf)
adjust delays (network_sleep= world_sleep= in emu.conf)
What i can do in Mangos?
