Can you build for under $1000 with GTX 680?

Well a GTX680 uses 1/2 of that $1,000 budget just by itself, so i would say no.

$200 for a CPU which won't bottleneck, $150-200 for a decent mobo, $50 for RAM & $100-150 for a good PSU.

That's the bare minimum for a build for that and you've already gone over budget without a case, monitor, HDD/ODD, peripherals or OS.

For a build like that you NEED a quality motherboard & PSU, sure you could get cheap ones that would work for less than $200 combined, but that will impact both your performance & reliability.
