If it goes to a blue screen (most commonly after a big long freeze) it means you're probably lagging because your PC/Laptop/Mac can't handle the requirements.
Post your hardware stats and your OS and we might be able to help a bit more.
Just a note macs dont get blue screens lol.
Maybe you've got a ripped/downloaded version of Vice City... why don't you just play it in the default mode there isnt a major difference.

From the looks of this guy's sig, it leads me to believe you use Linux Ubuntu? When Vice City was released on the PC in 2002/2003, I don't think Rockstar had any intentions of creating a version for Linux, which is probably the problem (does Linux read any kind of disc?)
Lol. No. I Dont Just Use Ubuntu. And I got all games to work for My Ubuntu With Wine. Including steam. But, I Dont Need this Anymore Because it was the installer crack that was the problem. The .BAT Installer messed it up. SO now im using San Andreas
