So heres my specs:
Chassi: BitFenix Shinobi USB 3.0, Window, Black.
Motherboard: ASUS H81M-PLUS mATX
CPU: Intel(R) Core(TM) i3-4330 CPU @ 3.50GHz, 3500 Mhz
CPU Cooler: Corsair Hydro H55
GPU: Gigabyte GeForce GTX 650 2GB
RAM: Crucial 16GB (2x8GB) CL9 1600Mhz Ballistix Sport
SSD: Kingston SSD V300 120GB
HDD: 1TB Seagate Desktop HDD 7200rpm 64MB

There is no "overall" and there is no game called "gaming" as far as i know.
A PC is a tool, and it's measured against how you use it.
You wouldn't ask "is my spanner good or bad?" - it depends; it's good if you're trying to remove a bolt, it's bad if you're trying to remove a screw.

GPU: Gigabyte GeForce GTX 650 2GB , i think play new game ( <-2013 , normal graphic setting , sure no problem )
better add 770,780 , and can play watchdog hight setting ? maybe ?

Overall, your specs are average. You'll be able to play most modern games on medium to high settings with 30-40 FPS purely based on your video card. The core i3 will hurt you on games which have poor CPU optimization or just high CPU usage in general, such as GTA.
Expanding on Rishwin's points, it really varies. There is no "good" or "bad". It really depends on what games you're wanting to play and and at what resolutions. You will not play any modern games on ultra @ 1920x1080 with decent FPS if thats what you're asking.
