You could host SMF, it's a free forum on web hosts such as 000webhost, hostt, and x10 hosting.

I guess nulled forums are not allowed there....x10Hosting doesnt allow nulled forums too.
They found out that Twist165 is hosting illegal software, so they suspended his/her account ?
ALL onshore hosting companies (US, etc) do not allow illegal stuffs to be hosted with them.
E.g, Nulled VB.
ByteHost is an Onshore hosting companies as well, vBulletin will still able to get your information. (Am i wrong? lol.)
SMF doesn't sucks, because it's an open source software!
But you can try MyBB, it's better then SMF.
If you doesn't like SMF, MyBB, etc.
Just purchase a license from vBulletin, I know it's expensive, but it's a great software, yea.

You still don't seem to understand, but to answer your first question; yes any host can "handle" vb.
But the factor of illegal hosting still comes into play, so go and read the other posts about offshore hosting.
