Something is blocking the ports. Maybe Windows Firewall. Why are you using XAMPP though ? I hope it's not for production use..

Re: [Xampp] Apache is not starting.

You mean at the control interface you click "Start" and it refuses to launch ? If so uninstalling the webserver and restarting the dedi. then the re-installation of XAMPP should allow apache to run properly (or it has for me in the past)
But why use xampp? IIS is much more user-friendly, unless you're using a unix-based os...

If your on a Windows based server then the firewall is disabled since it only runs with IIS. I would suggest getting rid of Xampp its the most popular but also the most popular pile of ^$@%. If you cant or dont understand how to configure a good web server like NGINX with PHP and MySQL. Then I suggest you try something like AppServ. Its a lot better and open source so i can guarantee its a lot safer to use in the long run. As for Xampp it always has problems with the web server running but not working.

Re: [Xampp] Apache is not starting.

In many Dedicated servers, IIS is installed and running by default, when you try to run a webserver like xampp, IIS prevents it from starting becausing it's already occupying the port, solution : Disable IIS (and the firewall), or use IIS
