Start off with some tutorials, something to use as a base for your own creations. This forum is a pretty good resource for guides as well...

juz read some tutorials. then after that you should just try expreimenting on your own with filter effects and other stuff. =)

Just need to put a pic of Trinity or Neo or both in it :P but idk how to do that ^^
change the purple text man. and to put pictures inside just open the image with photoshop n then juz drag the picture in.
