Well it's toooo basic and a lil rough if you ask me.
Well your topic says "Layout" and you did a layout. The layout idea is ok... But its a often used one. I would try to draw something on paper and then try to get it digital somehow :)
And for a page. If you want one where peoples are talking about... It ain't has to have uber gfx. It just need to have style. Fool around with PS and get your own style and keep sticking with it and also try to make it always better ;)
I'm working on coding it right now. It looks alright, but not my style.
I think you should make it a bit smoother on the links on the navigation. Other than that it's quite good. Oh, and I'd use a different background colour because it kind of hits the navi.
Title part looks okay.
Other words look far too chippy.
And once with text I think it will look like those scam ad sites.

its Very normal & Simple one , you can add some flash and other things from photoshop it will be perfect .
