it looks like you cropped Naruto, enhanced him with an overlaying blur, then slapped it on some bg that doesn't quite blend the whole thing together

It's most definetly pixel-stretch. Motion blur ? dunno. And wave or twirl has been used. But its a nice sig dude :] . 7.5/10
