Hmm, its just one colour and the borders are too thick. And the "windows" inside can have a higher width, so text can actually fit in there when you have lot of text. The layout (positions) looks very good. Good navigatable :D
It's toooooo plain dude. Add in more effects. These are like basic templates.

"Too simple" is actually a positive reaction, as users hate difficult and distracting websites. This site is good navigatable, which is of utter importance for a good site. But yes, he could improve the colour and the images.

If I would see a site using this template I would close down my IE.
Sorry but I dont like how you used your outerglow on EACH border of this template, try to work with different colors on a template and don't repeat every thing
If I look to all the menu items on the left I can see that the upper and the bottom border got some pixel next to your right border of each menu item.
Many sites also do use rollover to see what button they go to, its more clearly and much easier for the customers who looks to it.
This is what I made last days for some of my friends, he has got a company for IT-services, it's dutch but anyway, this style I used on it is clean and simple and it shows everything he needs,
I selected the rollover "Tarieven en openingstijden" so you can see if they go over the button with the mouse what other color / style you'll get.
Many people wont like the template I made maybe but it's more important my friends likes it, and uses it

Please don't use [img] tag for large images like that one.
Perhaps you should set a maximal width/height. I posted a few times 1280x1024 which are big yeah. This one looks fine on my screen, but for 1024x768 it would be ugly.
Or the forum should scale them down (use smaller dimensions in the image tag)?

Way too many effects for simple things, and with that, the whole site shouldn't all have the same effects.
