C4D render -> Radial blur ? Oh well, if u want that electric type of C4D background. I have a trick...

Select ur BG, go to filter > Blur > Guassian Blur. And set it to 4,0. Then go to edit > fade guassian blur. 100% at lighten. I always use it for my c4d shizzle to give it that extra woot effect.

The sig is nice though XD 8/10.
