Sorry but I concur with both posters. You did little to nothing.
Well I assume you don't have that much experience with photoshop and yes you only used filter effects. Might want to look at tutorials, you will be surprised by how much effort you have to put in your work to make it look good.

i dont think it is that great. i think if you were gonna do that, then you should have made the circle around it bigger, and make the picture bigger also, then made it black and white, and edit the levels (i think its levels? havent PSed for ages) to define the black and white more mabey?
add some other shit, i dunno.
