1 GB of RAM is very little for a Lineage II server. You need at least twice that much for it to run well, and even more than that if you have a lot of players. The computer that I use for my Lineage II server has 768 MB of RAM (and a 2 GHz P4 processor) and it takes over half an hour to start the L2 server and NPC server (that's combined, not for each).

You can make new accounts by editing the database, but it's a lot easier to just use a website.

It shouldn't take long to figure it out yourself, but you need to edit a few of the tables in lin2db. No, I'm not going tell you which ones.
