Can't drop items if +1 or higher from inventory

Hi,
Was trying to find solution in google, but couldn't find anything what would help to solve this little problem..
Problem is that the any item which is +1 or higher can't be dropped from inventory..
Yes Excelent, Ancients etc, can't be dropped, but i talk about simple items which always,Was droppable up to +6..
In my case can throw out if +0 and if +1 or higher can sell only to npc or trade of course.

Was digging server files, and didnt saw anything what effects that, or just missed or was looking in wrong places...
Can anyone suggest, how to change the amount of + on item which allows to dump it from inventory?.
