Fix Skills DW/SM and change max lvl in s2, lorencia error

Hi. Please tell my how to FIX skills for dw / sm (scrolls skills)
When player have 20 000 energy or 32 000 .
the character performing the skil cuts, the skill does not work, what to do to work normally with any amount of energy?

and

How to change maximum lvl on server (lvl to reset) now have 400 lvl, i need 650, how to change?

bad client make, mby something with main.exe, cuz strange .ozt filenames
season 2 only severeal files had option to actually changemax level in 97d 97p i think there was 350
buy potions , with max agility ice storm pretty fast and in s2 not visible for urself, if u want visible ice storm with max agi in s2, put fenrir

for instead of increasing levels just calculate and make higher ppl (points per level) and add some reset price or lower xp will be cool and for resets calculate stats
think how to do something different
