Did you use your ipv4 address in the server config files?(not the global IP)

Also when you run the server go on canyouseeme.org and check if the ports are really opened, only when you run the server.

Try doing everything in 127.0.0.1 so you'll find your problem. Issues like these are usually incorrect IP addresses atleast for me.

Check all IP locations make sure they are modified.
Check IP on client side as well.
Try turning off your windows firewall or allows ports.

If your using a Global IP you need to open ports. if your using a IPV4 then make sure you edit all the ip locations. And try turning off your firewall.
