Helo guys! i would like to ask a question or help rather if it is possible to make MuOnline Server Public (FOR EVERYONE) without VPS?

Yea you can run in on your home PC.

You can create a Virtual Machine in your own PC so you can install Windows Server and other things you need for a Mu Server. Try Virtual Box and download an ISO of Windows Server 2008. With this, you wont need to change a lot on your current setup of Windows.
