How to add effect custom item in ss16 client

I am a newbie, i was find some server MU online ss16 build for myself and found a new wings skin add on this game but i does not have effect for this wings, please teach me how to add this effect item in client.

Someone can add to my opinion here: you need to set the dynamic effects via Dynamic Effects config, servers usually have this in their files somewhere, I know my s9 files have this feature.

But I might be wrong.

I find some tutorial video on youtube for edit and add effect in MU ss6, they using a getmain tool for edit main.exe. I download this tool but can't be using for ss16, have any similar tool for ss16?
