How to set Errtel drop in EventItemBag file

set 196 - Pentagram Box.xml ，Level="7" seems not work, the Errtel shows level 7, but cant level up any more.

when set Level="0" and ErrtelOptionLevel="0",it level up, if set Level="1" and ErrtelOptionLevel="1" or any other value,it wont level up

test if this happen on other eventitembag, not pentagram box, try to see if it works from kundun boss or mob event drop, and if it works then the config of pentagram structure code is bugged
