yeah because your WEBHOST doesnt have MSSQL extension enabled so it can connect to port 1433 on your SQL SERVER (HOST IP)
so yeah:
1. ask your hosting to enable MSSQL extension
2. if u can do your self try to upgrade php version to different version 4.7 i think works fine.
