How to make a server 0.74 full working

Launch game throught a shortcut with command line:
/connect /uSERVER_IP /p44405

Local ip or global ip?

If your connecting to your server on LAN then put your computers local ip
If you are going to have other connect to your server then put your global ip

but not wxist web for this? sv files?
