what u mean without? what ip u used then?
Same global ip xx.xxx.xxx.xxx i used i have disconected then i type acc id and pw and push connect.
Maybe i was wrong on loopback? I was writing first global ip than mask default , gateway and dns ip`s dont fill them up.

check gameserver.exe for errors when u push enter.
@KarLi i have problem in Ex700 i have friend want to play my server but if after the loading of Main its always say "DISCONNECTED FROM THE SERVER" how to fix this?
