I have same problem with you!
When I logon in server then I can't create character because it don't appear interface to create character!
I quess that slove is Client protocol or else?

I can't seem to load the GameServer.exe. It says that I do not have enough permission. But I'm the only Administrator in this computer.

I had the same problem and now I have the solution :)

Check links. Right click -> properties ->

In both you probably have the same thing:
D:\MuServer\DataServer1\DataServer.exe

Change first one into
D:\MuServer\DataServer1\DataServer.exe 55960 1

and second into
D:\MuServer\DataServer1\DataServer.exe 55962 2

Works for me :)

None has a variable in their settings for the Mana Shield of the SMs....
SMs are invincible. They have 100% MS....
All these files are useless without this...your server will never be balanced.
