can you fix my cashshop? always says failed no matter what i do. pls fix this to..

I have character delete and guild delete bug with this GS and dll files.But files are very good!I can't delete character and guild
go to gameserver folder open Gameserver.ini find personalIDBypasser and GuildIDBypasser put it 1 and also go the GSCS with same config. please help me fix CashShop
