The server is working perfectly, if you guys have difficult to get it online, follow the guide. Also feel free to use my repack and client, there are more fixes and it's much easier for newbies to setup.

try to add them in Server/IA Julia/DropSystem.cfg

What is so bad in falling if you haven't got the quest. You just set every item to fall from an unique mob , like pheonix in icarus, and set the drop a little bit lower

because if a player didnt get the quest and kill phoenix ..if he take the feather from ground he cant be sold,dropped or traded...it use space in inventory..
