well you need to connect to ur webpage with ur localip and install it, also if u wanna view it u cant view it with your global IP, just with your local, only the outsiders can view it with your global

alexander, use No-IP - Dynamic DNS, Static DNS for Your Dynamic IP , and make a domain with max 12 chars, example: test.no-ip.org < 12 chars without the dots.. then put the test.no-ip.org in your connect server instead of your ip, in the launcher also test.no-ip.org
