where is it configured to only open the personal store in loren market?

When I push this server to VPS, there were only 3 account could connect to server. If try to log more accounts, the server would notice "Server is full".
Anyone could help me?

after reset from lvl 400 i can't use DK swell life when under lvl 120, the server keep saying that i have to be 120, already fix skill lv reg on the server file. thank you
