If you want access to "localhost" make sure that you have added:

Extract into your PHP directory php\ext
Write the following extensions to php.ini

I dont have time right now i'm working at my server, anyway i don't recommand to use this website, you'll be surprised when you will need to fix one bug and you can't because its crypted also if the owner shout down the license server your website will be down as well.

Read your logs, you need config credits settings probably.
