Guild: you cant create guild because same guild name already exist.
Jewel of bless : Bad config from server side...

Check database then, and create guild with different name.
also check data/custom/aliennation
GuildCreateReset = 5 make it 0
also gameserver/data/serverinfo.dat
MinUserReset = 0
MaxUserReset = 0 make it more than 0
