how to open this in game??

I have problems when i buy Seal effect.
Effect do not start.

When i push buy button, appear error like:

Fail to yse GMO Power up shop. Please contact CS Team.
Error code: 4

This error appear only on Seals, if buy something else like jewels or BC Ticket it work perfect !
