Check whether your DSN for Pangya_S4_TH is set to use English language.

I see you have, several .ei.tmp which should not be possible. This file should be deleted by gameserver when shutting down. This means you gameserver crashes after calling dbo.ProcUpdateServerState.

Try setting up the databases again.
