There's a few things you can try here.
If you're sure you've set-up the DSN connections correctly using odbcad32, you might have the sa account disabled (correct me if I'm wrong, I think that's the standard on fresh installations of SQLsrv). Try to explicitly enable it using Management Studio and/or try to reset it's password.
You can check whether the ODBC driver is set to Native Client and whether or not the ODBC wizard can connect to the database (during DSN setup).
If that is indeed the case, I'd double-check the configuration of the INI files and maybe check whether or not the standard database has been set-up correctly for each DSN.
Can't think of any other reason why it doesn't connect, otherwise.

Tsukasa, i just tried what u said... and i took theses prints, so u can try to find out..
The first image, as u can se, on trying to execute the 32bit, i get no server list. But i ignored and typed (local).
The second i did as you guide shows.
The thrith i just show that this worked.
and the Fourth the 32bits odbc that i just started.
I'm sure that the password is right...

I still with the same errors....
I Have Windows 7 professional x64 with Sql Server 2008 x32
And tried execute the ODBC 32bits : %WINDIR%\SysWOW64\odbcad32.exe

Looks like Pangya server cannot be used on a 64 bit system
