That explains your problem. Please see this link and setup the 32bit system-DSN entries, that should resolve your trouble.

sry for disturbing again and maybe i sound a little bit stupid but i dont get what to do with this link^^should i download the x32 bit version and install it or should i change something that the x64 is working???what is easier to understand and make for me^^sry^^

im still reading after this link and i dont get what to do to make pangya work for me 
pls can someboy tell me what exactly i should do now that the problem isnt there anymore and i can log in into the game^^pls

The basic rundown should look somewhat like this:
- Run %WINDIR%\SysWOW64\odbcad32.exe
- Follow the steps under point III from terrorofdeath's guide.
- Success? Profit? Glory?
To elaborate on the problem: If you're running a 64bit system, not only does the operating system distinguish between 32bit and 64bit applications, your ODBC connections are distinguished between 32bit and 64bit as well.
Since the Pangya server is not a 64bit application, you need to add the matching 32bit ODBC system-DSN entries so the server can actually find the DSN entries and connect to the database.
