you should try unpacking the last 584th pak. It should contain an IFF File as needed.

i have file 584th.pak and i have clubset.pak but i can not buy item shop !

The only piece I bought my copy a file to the login and gameserver pangya_th.iff but it was not my wish to edit the file. pangya_th.iff!

If you're talking about adding items to shops then you have to edit the .iff's to say which items should be "sold" in the shops and with what currency (cookies/pangs). Or if you just want the item yourself you can alternatively use the "/giveitem" GM command, assuming you gave your account Gm capabilities.
