Are there any Runescape private server that will fit the following;

Sorry but no, there isnt a 100% JaGeX like server

No. The most advanced source I've seen has only had the basics

Decent combat formula
Most skills working
Skills that require advanced server control (thieving, construction, farming) are not working properly, and use tiny features to advance your skill
I've only seen one server with a working quest system, although the quests were all customized (It was done really well too)
Most sources have minigames hacked up to work well enough. You can play fight pits and what not, but don't expect anything fancy


But I can't recommend anything that will come close to what you're asking for

A Server exactly like Jagex, NO. Never, unless the source gets leaked or released.
A decent server worth playing? I disagree with Ghost with respectively saying, If you look around, and try out some on the major toplist, you'll find some GREAT servers, it may not be a exact replica, but that's what RSPS is all about!
