Aslong you dont want to change anything inside the source, you dont need C++ Knowledge.
But if you want to change something in the
"Server" like the basics,
Drops/Monsters/Npc's you just need to know,
how the scripts works.

alot of them explains himself, but it is not easy to answer your questions "how to create a KalOnline server" since there is alot to do on a Server.
Its not like, you have an overlay where you can drag and drop something and everything is fine, you have to judge everything.
Otherwise you will get errors or bugs.
Also the questions is, what do you want to
change?
like i said, npcs / monsters ect are pretty simple and they work with a simple script.
also you have to set up
MSSQL to work on the db.
