Hiring C++ coder for a mainsvr addon

I can pay but I'm trying to think of my budget so I like to discuss the price before you start.

1. Programming language must be C++

2. When the add-on is finished I except you to give me the add-on AND the source.

3. the add-on must be stand-alone (no other dll-loaders required to use it.)
