It's for reflective effects. For example, if a torch is giving off light in an area, or a shot goes off, with dynamic light, you see the light reflecting on the walls and stuff. Pretty cool, just tested it myself. Works great.
Static Light = Light that does not change nor move (Lightmap)
Dynamic light = Light that can change and move (Muzzle flash and rockets)
It may not be too noticeable in-game if you are not looking for it, but a nice fix for sure. Thanks.
(As soon as you know what your looking for, it is apparent that Dynamic Light was not in 1.5 servers)

It just didnt work period o.o. With this fix it should chance that and allow it to function correctly.
