In a template you also have to make the content like Log-In etc..
The size of the website is also too small maybe good for a screen from 1990, we are in 2012 yo.
About the design: It's too simple, really need some work etc.. 3/10 sorry.

It's not so hard to code the page with the PSD or any image.
Photoshop do it lol
A little and fast tutorial:
Open the image of template in your photoshop.
Select the Slice Tool
And make slices in every button, content areas, etc.
U'll get something like that:
Now go to File > Save for Web & Devices
In Preset, select JPEG High
In quality, select something above 60%, remember one thing more quality = more file size
i have chosen 85, it's good for me.
Click on Optimize menu and Edit output settings:
Click Next
Now if you prefer table sites, select Generate Table
Or if you prefer div, select Generate CSS.
Click Ok
Now back to Save for Web & Devices, click Save
in format select HTML and Images
Click save again, and open your new HTML page. (:
Now open this html with notepad, notepad++, dreamweaver, anything and code your content.
Thats all (:
