That damn C5 l2.ini was buggin the crap outta me so I decided to mess with it and found how to get it working, so here go's.
Tested with C5 Live client-
Assuming you have a patched client using l2encdec, decrypt the l2.ini in your system folder using l2encdec.
you should see this in the dec-l2.ini...

With the simple change for keycrypt to false was all it took. For those with the ini headache be at ease my friend xD. This should help the people connect to your server much easier.
Rencrypt with l2encdec back to 413, and badaboom, done.
