What is the replay mode data (including arrows) in acv? I need this acv to edit, help me please.

Hi,

I was wondering, do I need like the basic essentials such as Navicat, MySQL, and Hex Editor to make like edit files such as name of the items, translation etc? If so, will the newest softwares work with this?
