That's caused by a hack called 5i67, A.K.A, the Kira hack. The site also hosted private server's and one of the most famous it hosted is, infact, SPCute. The hack included, HP hack, MP hack, Stamina hack, No skill delay, X,Y,Z fly hack, Attack speed hack, night and day hack, damage hack. Along with others. Best thing to do is to check if you are getting the weight error, that is a CLEAR sign that they are hacking.

AFAIK, servers located in mainland Europe,Eastern Europe, India, Pakistan or the U.S. usually have good global coverage. Middle-Eastern servers and African servers are not so hot. Far east Asian servers have good local coverage, but poor international service.
I understand this, as in the U.K. (depending on which county you live in) we have good local service but get a very poor connection to mainland Europe (at certain times of the day) or to the U.S. or Asia. Interestingly, our connections to the Middle-East are generally not fast, but stable at almost any time of day.
For this reason, it is a good idea to place any PT server somewhere in Eastern Europe, or (if you can afford it) in Northern Europe, or the U.S.
But I've said before that "normal" tolerances for any of the figures that indicate hacking will vary from server to server. Both where they are, who you allow to join (how close and what kind of connections, f.e. I know some servers will not allow U.A.E. players at all, partly because of lag, while others insist you access via VPN, which will create even more lag) and what specs you have set up for equipment and experience.

Average ping latency over 200 pings = 124ms, Maximum was 132ms. ^_^ Pointless statistics, but IP resolution is always US, so unless that US IP is acting as a Proxy to a server in Israel, Israeli internet connections are not the issue. (Server side, at least)
