Connection Failed Mesage after Login

I installed server all works on other places, but it doesn't work at the server owner.... This is his problem: when other people login, they get in the server and stuff.... but when he tries.... he gets connection failed message...he tried the server ip 192.168.1.3, 87.90.185.247(real server ip...) and local( yes even local on the server... 127.0.0.1) all faills...

anyone got any idea?

Well, I'm going to go out on a limb here but it could be that it doesnt have enough vram or ram to run both the server and client?
