How to start events?

I saw on some servers, they can start events like.
15 minutes only Ice Golems spawn in Garden of Freedom.
Or 30 minutes Iron Fist in Ruinen.
Without server restarting etc. how they do this?

is about a gm command, is ~/event_monster and ~/get_event_level, but im not sure how it works.

Well maybe someone know how it work for sure, i have a lot to do with PriTaTor, so no time to expreriment lol ^^
I optimize the Code and removed some bugs.

the command is /event_monster but its not really work for me i dont know why its could be nice if someone post here answer thanks
