You'd only know if it is writeserverfield.dll if you remove it. You would have to restore the original map routine, which I guess it is removed, since it is using an external dll for loading maps.
My advice is: Just grab another server.exe and test it. Also, rename your GameServer to anything different, making your server not load them. I've seen bugged gameserver throwing the exact same error.

so when i renamed the GameServer folder i didn't get the error so this would mean: take a other gameserver?
i found out it is the monster folder inside the gameserver

Great to know you found your problem! :D:
Now you just have to find out which monster is corrupted/modified wrongly. I advise you using a tool named PRITATOR. It will scan your entirely GameServer folder and it will show if any file has errors, which one, and where.

because pritator did not find a monster..
also some monsters give a shell32.dll error :S
EDIT:
I found out that the shell32.dll problem lays in the char/monster/ folder

I think you have 2 problems. Firstly, some modification is conflicting with shell32.dll, and secondly, your monster data is corrupt / modified in a manner which isn't compatible with your servers modifications.
Best place to get a valid char/monster folder would be from any legitimate complete client download.
