I found this lines in my SQL logs and want to know for what they are needed?

SQL logs are created by the SQL.dll (as you know) It is incomplete, and a "development" build only, to be distributed with the pdb debug files so you can trace it in Visual Studio.
It reports many things... whether they are useful or not is entirely up to you.
I suspect, the fact that some people discovered you could identify certain types of hack with them was pure fluke, and not by design.

Are two values that determine the points and rates acquired in SOD.
And one which is obviously the little icon (a BMP file in your clan server) which floats over a the heads of members of a certain Clan.
lpszClanMarkNum = Clan Icon BMP
lpszTt = Rate?
lpszTax = Tax
