How to make my server like i can log in on other computer than the same i made server on?

Well configure server.dat in the client ... Put you IP,change server name,game name,and launch game... I'm good at Conquer :D

i am using router, one person at cofusion forum told me to use somekind of hamachi on every cpu i want to play on and on my server cpu too, but it doesnt work real correct, i think its the client shit or something or im not sure.

Make sure you're using your global IP in the config.ini file. Since you're behind a router, make sure you forward the correct ports. And yes, hamachi can be an option.

If you're on a router, just open the ports in the router and bam it should work.

is global ip the router ip(192.168...) or the other ip(88.196...for me)?

Your WAN (global) ip is 88.196... and 192.168... is LAN ip (local)
