Server Connection Failed

Ok when a friend tries to log on to my server he always gets "unable to connect to game server"
Why cant he log on?

Does he have a router? If so did he forward his ports?
Did he place his ips as his global ip?
Is he starting the server before he logs into the client?

No...the thing is he wants to connect to the server that I have running

Try what Ron has suggested you do:

other people need to use your global IP to connect.
WhatIsMyIP.com - 208.116.34.18

Set all your ip's as your global and have him use your global ip aswell.

Yes I did that and on the CO Full Server window when I log on it says "successful Authentication from <my ip>" and then it says "Incoming Game connection request from <my ip>" but when my friend tries to log on he I get only the "successful Authentication from <his ip>" but it never shows a game connection request from his ip and he gets "unable to connect to game server"
